The Japan Association for the 2025 World Exposition (hereinafter referred to as “the Association”), reported on its data utilisation initiatives at the Information Processing Society of Japan’s Joint Research Presentation Session on 2 – 3 December 2025. The Association has been advancing its data utilisation initiatives towards the realisation of Society 5.0* at Expo 2025 Osaka, Kansai, Japan (hereinafter referred to as “the Expo”),
These data utilisation initiatives won the Good Practice Award from The Society for Risk Analysis Japan, and the association gave an acceptance speech on 8 November 2025.
*Society 5.0: A future society that aims to balance economic growth with solutions to social challenges through systems that integrate virtual and real spaces.

▽ Background

The Expo 2025 Osaka, Kanai, Japan site was positioned as a platform to accelerate efforts to achieve the Sustainable Goals (SDGs) by 2030. The Expo promoted the use of advanced technologies such as IoT, AI, and big data to realise Society 5.0 (A future society that aims to balance economic growth with solutions to social challenges through systems that integrate virtual and real spaces.)
While the realisation of Society 5.0 calls for the development of a reliable data distribution environment, ensuring security and privacy, and establishing fair rules, no clear path forward had yet been established. Therefore, on 4 March 2022, the Association established the “Data Utilisation Experts Council,” which has been holding extensive discussions on data utilisation at the Expo, examining specific measures, and developing data utilisation initiatives.
We will continue to promote data utilisation initiatives, recognising that the results of will provide important know-how that can be applied in smart cities and other projects promoted by local governments and private companies.

These initiatives was implemented based on the Master Plan for the Expo and following discussions at the Data Utilisation Experts Meeting. The guidelines established for these initiatives are as follows:

▽ About the Data Utilisation Experts Council

This council was established to receive expert advice as the Association considered specific measures to develop these initiatives. The Data Utilisation Guidelines and the Five Principles of “TRUST” were developed in collaboration with these experts.
