Programme details
In September 2024, the International Fund for Agricultural
Development (IFAD) - a specialized United Nations agency, the
Ministry of Agriculture, Forestry and Fisheries of Japan
(MAFF), UCC Ueshima Coffee Co., Ltd., and Marubeni Corporation
launched a collaborative project that supports coffee
producers in Tanzania. It is the first project launched under
the “Enhanced Linkages between Private sector and Small-scale
producers (ELPS) Initiative”, established by the MAFF under
Japan's G7 Presidency in 2023.
In this event, we will discuss the future and sustainability
of the coffee industry, which has become vulnerable in recent
years due to complex issues like climate change, through
explaining details of the the ""Sustainable Coffee
Production Project in Tanzania"", holding an
interactive panel discussion, as well as a coffee tasting
social that involves the audience.
Let's think together about what governments, private
companies, producers, and consumers can do together to create
a world where we can continue to enjoy delicious coffee!

【Reflection】
The event featured the “Sustainable Coffee Production Project
in Tanzania”, a collaborative initiative between IFAD, the
Ministry of Agriculture, Forestry and Fisheries of Japan
(MAFF), and two of Japan's leading companies, coffee
manufacturer UCC Ueshima Coffee Co., Ltd. (UCC) and trading
company Marubeni Corporation, which was launched in September
2024. This intervention is executed under the “Enhanced
Linkages between Private sector and Small-scale producers
(ELPS) Initiative”, led by the Government of Japan under its
G7 Presidency in 2023. The initiative in Tanzania aims to
support small-scale coffee producers and establish sustainable
supply and value chains of coffee.
The event consisted of five main contents: [1] Pre-recorded
opening speech by Ron Hartman (Director, GPR, IFAD), [2]
Pre-recorded presentation on the ELPS Initiative and its
implementation in Tanzania by Shingo Futami (Global Technical
Specialist, Markets & Value Chains, PMI, IFAD), [3]
IFAD-produced video on the ELPS intervention in Tanzania, [4]
Panel discussion, and [5] Coffee tasting social led by UCC.
Representatives from the abovementioned partner entities, as
well as a leader from the IFAD Youth Club Japan (a student-led
volunteer group), were invited as panellists. They reported
steady progress of the coffee initiative in Tanzania, and the
programs of the event developed a dialogue on what the public
sector, private companies, producers, and consumers can do
together to create a world where coffee can be enjoyed in a
sustainable manner.
Overall, it was a successful event, where the event venue was
filled with visitors constantly - it is safe to estimate that
the event welcomed over 250 visitors. Additionally, the event
was attended by seven journalists from different media
outlets.
It was a great opportunity for IFAD and its partners (MAFF,
UCC, and Marubeni) to strengthen partnerships, raise awareness
of the coffee industry that is facing vulnerability, promote
the ELPS Initiative, and acquire support and understanding
from the general public.
One of the highlights of the event was the coffee tasting
social, generously organized by UCC, where 300 cups of
Tanzania Kilimanjaro coffee were served to visitors. This
interactive element played a significant role in attracting
attendees and creating a welcoming atmosphere that encouraged
engagement.
The program of the event was dynamic and thoughtfully
structured, combining pre-produced video segments, a panel
discussion featuring IFAD's public and private partners,
set against a dynamic backdrop of lively videos and photos,
and the coffee tasting social. The seamless transitions
between these components helped sustain the audience’s
attention and kept the energy of the event high throughout.
【Post EXPO Initiatives】
After successfully increasing visibility of the ELPS
Initiative through the EXPO, IFAD and MAFF co-hosted another
event, which featured the initiative in Africa, at the 9th
Tokyo International Conference on African Development (TICAD9)
on 22nd August 2025 (Fri).
At the TICAD event, not only did we report a steady progress
of the “Sustainable Coffee Production Project in Tanzania”,
but we also officially announced the launch of the new ELPS
intervention that focuses on enhancing the value chain of
macadamia nuts in Rwanda.
IFAD is committed to further advancing the ELPS Initiative by
collaborating with MAFF, private companies, governments of the
Global South, and small-scale producers on the ground, and
seeking support and understanding from the masses through
international opportunities like EXPO and TICAD.

Representative, International Fund for Agricultural Development (IFAD) Japan Liaison Office
Mariko Kato was appointed to her current position in January 2021, following her work in the field of education in Japan, at the United Nations Children’s Fund (UNICEF) Philippines Office, the UNICEF Offices in Kyrgyzstan, and the UNICEF Private Fundraising and Partnerships Division (outposted in Tokyo). She is responsible for strengthening partnerships between IFAD and various stakeholders, including government, the private sector, academia, and the media. She holds a master’s degree in International Relations, with a specialization in International Educational Development.

Ron Thomas Hartman
Director, Global Engagement, Partnerships and Resource Mobilization, IFAD
Ron Hartman is IFAD’s Director for Global Engagement,
Partnerships and Resource Mobilization. He is
responsible for leading IFAD's global engagement
and multilateral relations including with the private
sector; south-south and triangular cooperation,
resource mobilization and funds management. Prior to
his current position, Hartman served as IFAD Country
Director and Representative at its South East Asia and
the Pacific sub-regional office in Jakarta.
With over 25 years of professional experience,
including over 18 years with the United Nations,
Hartman has acquired an extensive managerial and
operational experience in over 25 countries. He has
specialized knowledge in promoting sustainable
socio-economic development and poverty reduction,
public policy and partnerships. In 2011, Hartman was
awarded the IFAD Presidential Award for outstanding
performance.

Shingo Futami
Global Technical Specialist (Markets & Value Chains), IFAD
Shingo Futami joined Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) in 2012. After working on legislative reforms including the Act on Price Adjustment of Sugar and Starch, was seconded to the Agency for Cultural Affairs, where he contributed to the revision of the Law for the Protection of Cultural Properties as Deputy Director in charge of gastronomy and food culture . From 2021, served as Deputy Director for United Nations in the International Strategy Division, leading partnerships with international organizations such as FAO, WFP, IFAD and the Asian Development Bank. Assumed current position in February 2024. Holds a Master’s degree in International Public Policy from Sciences Po Paris.

Ritsuko Yoneda
Director, International Strategy Division, Export and International Affairs Bureau, Ministry of Agriculture, Forestry and Fisheries of Japan
Ritsuko Yoneda joined the Ministry of Agriculture, Forestry and Fisheries of Japan in 1999. Since then, she was engaged in forestry, fisheries and livestock policies. In the International Strategy Division, Export and International Affairs Bureau, she served as a Director (OECD, G7, G20) and has participated in various environmental negotiation, including the Convention on Biological Diversity (CBD). She also has an experience as a consultant in the headquarters of the Food and Agriculture Organization of the United Nations (FAO). She has been in her current position since July 2023. She holds a Ph.D. in Environmental Studies.

Naomi Nakahira
Manager, Agri-Research Center, Sustainability Management Division, UCC Japan Co., Ltd.
Naomi Nakahira joined UCC in 1991. In 2002, he became the first person to receive the UCC in-house certification "UCC Coffee Adviser". After that, he obtained the international certifications including "CQI Certified Q Grader" and "SCAA Certified Cupping Judge". Since 2007, he has been a full-time instructor at the "UCC Coffee Academy". He has been serving in the current position since 2018.

Michiyuki Tsushi
Manager, Coffee Sec., Beverage Dept., Marubeni Corporation
Michiyuki Tsushi joined Marubeni in 2009. When he belonged to Grain Department, he was stationed at a grain trading company in New York, USA. In 2019, he moved to Beverage Department and engaged in trading coffee beans. In 2021, he served as Financial Director of IC producer in Brazil and has been serving in the current position since April 2025.

Kotoha Nagata is a junior student at Kyoto University, majoring in Food and Environmental Economics. She developed an interest in food-related issues through her experience in the Model United Nations. She currently studies food system analysis at the university. She has been the leader of IYCJ since its establishment in 2024.
