The discussion will explore and define key areas of health
promotion and disease prevention within the context of Oman.
These core areas include health education, health protection,
public health policies, and disease prevention. Additionally,
the panel will address strengthening community capacity for
health promotion, advocating for stakeholder participation in
primary health care, fostering partnerships and networking,
and monitoring and evaluating health promotion interventions.

【Reflection】
On June 27, 2025, the Sultanate of Oman, in collaboration with
its Ministry of Health and the General Commissioner’s Office
of Oman’s Pavilion, presented a discussion session focused on
Oman’s holistic healthcare approach.
This event was part of the wider "Health and Well-being
Week" held alongside the Expo 2025 in Japan. The session
not only shed light on Oman’s healthcare strategies but also
exemplified the nation's commitment to promoting public
health and well-being across different segments of society.
The session was part of a broader effort to highlight the
advancements that Oman has made in its healthcare system and
its efforts to ensure that healthcare is accessible to all
citizens, regardless of age, disability, or geographic
location. It emphasized the importance of integrated
healthcare systems that focus on prevention, health promotion,
and a patient-centered approach to medical care.One of the key
aspects of the session was the discussion of Oman’s
"Healthy Cities Initiative," which has proven to be
a successful model for community integration and collective
health improvement.
This initiative focuses on creating cities that are conducive
to physical and mental well-being by providing a conducive
environment, access to healthcare, and promoting healthy
lifestyle habits. The initiative has proven to be a valuable
model, both regionally and globally, as it aligns with the
Sustainable Development Goals (SDGs) and demonstrates Oman’s
innovative approach to tackling healthcare challenges at the
community level.
The session also showcased Oman’s efforts to reach vulnerable
populations, particularly the elderly, people with
disabilities and children. It emphasized that such groups
often face significant barriers to accessing healthcare
services, and it is crucial to tailor the healthcare system to
meet their unique needs.
Oman’s initiatives aimed at bridging these gaps, such as
mobile health units and telemedicine services, were presented
as examples of how the country is utilizing technology to
ensure that no one is left behind in the pursuit of health
equity.Additionally, the presentations included scientific
visual aids that reinforced the importance of primary
healthcare in preventing diseases and promoting lifelong
health.
The audience was reminded of the vital role that preventative
healthcare plays in reducing the burden of disease, both in
terms of financial costs and societal impact. The emphasis on
prevention, rather than merely treatment, aligns with global
trends that stress the need for health systems to focus on
proactive measures rather than reactive ones.
Furthermore, the session underscored the importance of
international partnerships and collaboration in strengthening
health systems. Oman’s participation in Expo 2025 presents a
valuable opportunity for the country to engage with
international stakeholders.
The event provided a platform for Oman to showcase its
healthcare model and explore new avenues for collaboration
with other countries.The discussions also stressed the
importance of political commitment and accountability in
driving forward comprehensive health responses. For healthcare
systems to be truly effective, it is necessary that they are
adequately funded, inclusive, and supported by strong
governance structures.
The panel of experts and officials highlighted the importance
of multi-sectoral collaboration, with governments, and
communities all playing a role in promoting health and
wellness.
In conclusion, the session at the Expo Osaka Theme Weeks
Studio was an important milestone in showcasing Oman’s health
initiatives and its contributions to global healthcare
conversations. It provided valuable insights into how a nation
can approach healthcare in a holistic, inclusive, and
community-centered way.
The exchange of knowledge, experiences, and ideas during the
session underscored the importance of collaborative efforts to
tackle global health challenges and ensure that all people,

Following the successful participation in Expo Osaka 2025,
Oman is committed to advancing its healthcare system through
several strategic initiatives.

Dr Abdullah Ali Al Maniri
Public Health Advisor at the Ministry of Health
Dr. Abdullah Ali Al Maniri is a distinguished expert
in strategic planning, performance improvement, public
health research, and private-public partnerships. With
over two decades of leadership in Oman's health
sector, he currently serves as an advisor at the
Ministry of Health, leading key initiatives such as
the ministry’s organizational restructuring, the
National Digital Health Strategy, and the
privatization of the Health Information System.
Previously, he was Vice President of Support Services
and Director of Strategic Planning at OMSB
(2016-2021), driving digital transformation efforts.
He also managed a national strategic research program
on road safety at The Research Council (2012-2015).
Beyond strategy, Al Maniri has trained hundreds of
healthcare professionals in research and data
analysis. As a faculty member at Sultan Qaboos
University (2002-2012), he supervised over 15
master's and PhD students. With 60+ peer-reviewed
publications, his work has significantly advanced
public health in Oman, integrating strategic oversight
with scientific expertise.

Speakers
Dr Badriya Al Rashdi
Senior Consultant Family Physician and Director General of Health services and programs at the Ministry of Health
Dr. Badriya Al-Rashdi holds an International
Membership in General Practice from the Royal College
of General Practitioners (UK) and a Master of Public
Health from Tulane University (USA). In 2002, she was
selected as a fellow in the Hubert Humphrey Program to
enhance leadership skills.
She is the founder and first chairperson of the Oman
Family Medicine Association and has served as a family
medicine trainer at OMSB. Currently, she leads the
Oman GP Medical Examination Committee and represents
Oman in the GCC-PHC committee. She has collaborated
with WHO in evaluating primary healthcare in the EMR
and contributed to developing the region’s child
growth charts.
With 25 years of experience, Dr. Badriya has played a
key role in national programs, including NCD screening
and premarital screening. She also contributed to
developing Oman’s Al-Shifa electronic health system
and is currently working on the Universal Health
Coverage and Virtual Health programs under Oman’s
Vision 2040.

Dr. Huda bint Khalfan Al-Siyabi
Senior Consultant in Public Health and Director of the Community Health Initiatives Department at the Ministry of Health
She graduated from the College of Medicine at Sultan
Qaboos University and obtained a master's degree
in Public Health from the University of Reading in the
United Kingdom.
Dr. Huda is a visiting lecturer at the Oman Medical
Specialty Board and the Higher Institute of Health
Specialties. She is also a member of several technical
committees at the local, regional, and international
levels. In addition, she has published various
guidelines, research studies, and scientific articles
in both local and international journals.

Dr. Ahmed Hamad Saif Al Wahaibi
Senior Consultant in Family Medicine at the Ministry of Health in the Sultanate of Oman
Dr Ahmed graduated from the College of Medicine at Sultan Qaboos University in 1996 and obtained membership in the Royal College of General Practitioners (UK) in 2002. He then completed the Canadian Fellowship in Family Medicine and specialized in nicotine addiction treatment in 2005. With extensive experience in primary healthcare, he has worked in various health institutions. Beyond his clinical role, he is a member of the World Organization of Family Doctors, and serves on the Executive Academic Committee of the Oman Medical Specialty Board and is a faculty member in the Family Medicine Program at the board. He has published numerous research studies and scientific papers in reputable medical journals.In 2024, Dr. Al-Wahaibi was awarded the Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for Research in the fields of elderly healthcare and public health promotion, a prestigious award granted by the World Health Organization. He has also participated in and attended numerous local and international conferences, presenting various research papers.
