The event includes an interactive exchange of opinions on
future decarbonized regional development through panel
discussions by the national government, local governments,
companies, etc. on advanced initiatives including
Decarbonization Leading Areas which aim to achieve net zero by
FY2030. In session 2, we invite practitioners working on
decarbonizing cities invluding shopping areas, temples,
shrines and infrastracture and have a dialogue on future
decarbonized regional development.

【Reflection】
The Ministry of Environment hosted a panel discussion sharing
key messages of decarbonization bellow, inviting
representatives from companies, local governments, and shrines
to exchange opinions from diverse perspectives.
・The promotion of regional decarbonization is not something
that can be accomplished solely by the government or local
authorities, but is a challenge that must be tackled
collectively by stakeholders including private sectors:
companies and residents.
・When it comes to regional decarbonization, it is important
to adopt a mindset of “What can I do?” and take proactive
action, rather than discussing what can or cannot be done.
Building on insights from this event, we will continue to
promote regional decarbonization initiatives and strengthen
information dissemination and public relation efforts
nationwide.
【Post EXPO Initiatives】
Through this event, it was reaffirmed that for conducting
regional decarbonization to promote local revitalization, it
is essential for stakeholders to build close and collaborative
relationships.
Based on the discussions held, we will not only continue to
share model initiatives such as the decarbonization leading
areas we have worked on so far, but also advance efforts that
deepen the relationships between local governments and
companies.
In addition, by collaborating with the local governments,
companies, and other stakeholders who participated in this
event, we aim to create new models for regional
decarbonization and promote a “decarbonization domino effect.”

After working for an IT company and a US investment bank, she joined Mitsubishi UFI Morgan Stanley Securities in 2000 and engaged in carbon credit business and environmental finance consultancy. She has specialized in sustainable management, sustainable finance, GX policy, and environmental business, and established an incorporated association in September 2021 to engage in regional development and sustainable business building.

Hankyu Hanshin Properties Corp.
Served as the project promoter for the “GEO” condominiums for sale and rent developed by the Company. As the lead manager of the project on the former site of Fushimi Technical High School in the Decarbonization Leading Area, he works for the development of a multi-generational convivial decarbonization district with a total of 549 households and approximately 1,600 residents.

1st Director for Decarbonization Projects, Global Environment Policy Office, Environmental Bureau, City of Kyoto
Born and raised in Kyoto City in 1976. After graduating from university, he joinded the the Kyoto City Government in April 2007 after working at a private financial institution. Since then, he has worked mainly in sports administration and health and welfare administration related to public-private partnerships, and after serving as Director of the Furusato Taxation Division of the Administrative and Financial Affairs Bureau, he has been in his current position since April 2023.

Director, Office for Regional Decarbonization, Regional Environment Office in Kinki, Ministry of the Environment
He is a Director, Office for Regional Decarbonization
in Kinki, and tackling to the deployment of renewable
energy and contribute to the realization of
Decarbonization Leading Areas.
Since joining the Ministry of the Environment in 2007,
he was assigned various teams such as the revision of
the Environmental Impact Assessment Law, establishment
of the Nuclear Regulation Authority, regional
revitalization in Minamata area, coordination of
climate change measures including setting greenhouse
gas emission reduction targets for FY2030, and the
Delegation of Japan to the European Union.

Kitano Tenmangu Shrine Chief Priest
In 2022, he was appointed as a priest at Kitano
Tenmangu
Shrine, the head shrine of the roughly 12,000
Tenmangu
shrines across Japan, and is responsible for managing
the
overall affairs of the shrine. In particular, as the
person in
charge of maintenance work, he is using his experience
to
work on improving the temple grounds.

Currently, in addition to her traditional responsibilities, she is also tasked with promoting regional decarbonization initiatives, including Decarbonization Leading Areas.
