Programme details
As an opportunity for relevant countries and international organizations to align their efforts and enhance collaboration on the promotion of hydrogen utilization on a global scale, the Hydrogen Energy Ministerial Meeting was held in Japan in 2018 for the first time and marks its seventh occurrence this year. We will work to further strengthen international cooperation to maintain and expand the momentum towards realizing a hydrogen society.

【Reflection】
The 7th Hydrogen Energy Ministerial Meeting was held in Osaka,
in conjunction with the Ministerial Meeting on Sustainable
Fuels, welcoming participation from 30 countries and
organizations, including those with established hydrogen
strategies and international organizations such as the
International Energy Agency (IEA).
During the meeting, IEA delivered a presentation for the
launch of its Global Hydrogen Review 2025. In addition,
participating countries and organizations confirmed steady
progress towards the social implementation of hydrogen and
engaged in discussions on the importance and actions towards
further demand creation, reflected in the Chair's
Summary.
At lunch, as efforts to offer participants "tasty"
experience of hydrogen-powered socierty, hydrogen-cooked
chicken and hydrogen-roasted coffee were served. In addition,
companies showcased items and panels related to sustainable
fuels and hydrogen, including a flex-fuel hybrid vehicle and
hydrogen-powered motorcycle.
Following the meeting, an excursion was organized in
collaboration with EXPO 2025 Osaka, Kansai, to provide
participants firsthand experience of Japan’s techonologies
aimed at advancing the social implementation of sustainable
fuels and hydrogen and ammonia. The excursion included:
A) Ride on Japan’s first e-fuel powered EXPO Shuttle Bus
B) Cruise on Mahoroba, Japan’s first hydrogen fuel
cell-powered commercial passenger ship
C) Glance of Suiso Frontier, world’s first liquefied hydrogen
carrier
D) Visit to the Future City Pavilion, featuring
next-generation technologies such as the hydrogen-powered
off-road personal mobility vehicle “Corleo” and “Wind Hunter,”
a next-generation green hydrogen production/supply vessel
which use power generated from the propulsion of sailing
E) Visit to the Gas Pavilion Obake Wonderland, promoting
Japan’s vision for achieving carbon neutrality by 2050,
including the utilization of e-methane.
By hosting the Hydrogen Energy Ministerial Meeting in
conjunction with the EXPO, not only were participants able to
share insights with participating countries on global hydrogen
policy trends and future international collaboration, but were
also able to experience Japan’s technological and its
capabilities toward realizing a hydrogen society. Building on
the outcomes of this meeting, we will continue to work with
countries around the world to stimulate demand for hydrogen
and ammonia.
【Post EXPO Initiatives】
To expand the supply and utilization of hydrogen, it is
essential to establish a comprehensive supply chain that
connects production, transportation, and utilization. In this
context, creating reliable and predictable demand is of
critical importance.
At the Ministerial Meeting, discussions on demand creation
were actively conducted. Key topics included the need for
consistent integrated development of policy support and
regulatory frameworks, infrastructure development, and
international collaboration on standards and specifications,
reflected in the Chair’s Summary.
As Chair, towards establishing large-scale hydrogen supply
chains, we will continue to promote integrated policy support
and regulatory framework, as well as international
cooperation.
In addition, we will continue to share developments and
discuss challenges for policy coordination at the Hydrogen
Energy Ministerial Meeting.
