Programme details
Sustainable fuels such as biofuels, e-fuels, and e-methane, are gaining attention as potential solutions towards decarbonization in various sectors, including transportation (aviation, shipping, and automotive), as well as residential, commercial, and industrial sectors. This ministerial meeting, being held for the first time, aims to enhance global momentum on sustainable fuels in collaboration with relevant countries and international organizations. This meeting will be co-hosted by Japan and Brazil, as a part of initiative based on the Initiative for Sustainable Fuels and Mobility (ISFM) which was launched during the Japan-Brazil summit in May 2024, as well as with a view to COP30.

【Reflection】
The Ministerial Meeting on Sustainable Fuels was held for the
first time in Osaka, co-chaired by Japan and Brazil and
welcoming participation from 34 countries and organizations,
in conjunction with the 7th Hydrogen Energy Ministerial
Meeting.
During the meeting, IEA presented their outlook that the
demand of sustainable fuels will expand globally by at least
four times by 2035 from 2024 levels, and participating
countries and organizations discussed necessary efforts or the
importance of international cooperation and public-private
collaboration based on the outlook. Especially, they shared
the importance of utilizing sustainable fuels in various
sectors such as aviation, maritime, road transport and
industry. Japan and Brazil issued a co-chairs' summary
after the meeting.
In addition, in order to promote the social implementation of
sustainable fuels including hydrogen, an exhibtion was held in
the venue including the showcases of a flex-fuel hybrid
vehicle and hydrogen-powered motorcycle. Also, hydrogen-cooked
chicken and hydrogen-roasted coffee were served to provide the
participants with their "tasty" experience of
hydrogen-powered society.
After the meeting, an excursion was organized in collaboration
with EXPO 2025 Osaka, Kansai, to provide participants
firsthand experience of Japan’s techonologies aimed at
advancing the social implementation of sustainable
fuels including hydrogen and ammonia. The excursion contained
several events as follows:
A) Ride on Japan’s first e-fuel powered bus "EXPO Shuttle
Bus"
B) Cruise on "Mahoroba", Japan’s first hydrogen fuel
cell-powered commercial passenger ship
C) Observation of Suiso Frontier, world’s first liquefied
hydrogen carrier
D) Visit to the Future City Pavilion, featuring
next-generation technologies such as the hydrogen-powered
off-road personal mobility vehicle “Corleo” and “Wind Hunter,”
a next-generation green hydrogen production/supply vessel
which use power generated from the propulsion of sailing
E) Visit to the Gas Pavilion Obake Wonderland, promoting
Japan’s efforts for achieving carbon neutrality by 2050,
including the utilization of e-methane.
By hosting the Ministerial Meeting on Sustainable Fuels in
collaboration with the EXPO, the participants of the
Ministerial Meeting were not only able to share insights with
participating countries on their policies and initiatives but
also experience Japan’s technological and its capabilities
toward realizing a sustainable society. Building on the
outcomes of this meeting, we will continue to work with
countries around the world to stimulate the demand of
sustainable fuels.
【Post EXPO Initiatives】
To lead this outcome of the Ministerial Meeting to a concrete
action, Brazil, the co-chair of the meeting, has launched a
pledge on sustainable fuels towards the COP30. This pleadge
aims to expand sustainable fuels in various sectors including
road transport, with the view to the goal of expanding
sustainable fuels use globally by at least four times by 2035
based on the outlook shown by the IEA. Japan will continue to
make efforts to expand sustainable fuels, including by taking
advantage of various international fora.
