During "The Future of Earth and Biodiversity" Week, the Expo site will feature city gas made entirely from e-methane and biomethane produced by projects across the country, highlighting its environmental value by ensuring no additional CO2 emissions. These efforts will be showcased at the Gas Pavilion and international conferences.

Programme details
E-Methane and biomethane are vital energy sources for
achieving gas decarbonization. This program seeks to highlight
their importance and future potential through the following
initiatives:
1. 100% Use of City Gas with Environmental Value Added from
e-methane and biomethane at the Expo Site
・ During "The Future of Earth and Biodiversity"
Week on Sep 17-28, the Expo site will utilize urban gas made
entirely from e-methane and biomethane produced by projects
nationwide, attributing environmental value to ensure no
additional CO2 emissions.
2. Promotion of e-methane and biomethane through Exhibits at
the Gas Pavilion
・ The Gas Pavilion will feature clear and engaging exhibits
showcasing the gas industry’s efforts regarding e-methane and
biomethane, the mechanisms for transferring environmental
value, and the initiatives carried out during the theme
week.
3.Collaboration with the International Gas Union (IGU)
Seminar
・ The IGU seminar, taking place in Kyoto on September 24,
will present the latest trends in e-methane and biomethane
alongside gas companies’ initiatives, highlighting natural gas
as a low-environmental-impact energy source.
・ Positioned as part of Theme Week Connect, the seminar will
be streamed online to share global efforts surrounding
e-methane and biomethane.

【Reflection】
1. 100% Use of City Gas with Environmental Value Added from
e-methane and biomethane at the Expo Site
During "The Future of Earth and Biodiversity" Week
on Sep 17-28, 2025, we applied Clean Gas Certificates for
e-methane and biogas to all the city gas-approximately 100,000
m³-, achieving net-zero CO₂ emissions.
2. Promotion of e-methane and biomethane through Exhibits at
the Gas Pavilion
The Gas Pavilion will feature clear and engaging exhibits
showcasing the gas industry’s efforts regarding e-methane and
biogas, the mechanisms for transferring environmental value,
and using 100% city gas with the environmental value of
e-methane and biogas during the theme week.
During the theme week, approximately 50,000 visitors came to
the Gas Pavilion and gained an understanding of the importance
and future potential of e-methane and biogas.
3.Collaboration with the International Gas Union (IGU)
Seminar r(Theme Weeks Connect)
This seminar was held at Hotel Okura Kyoto as part of the
International Gas Union (IGU) LNG Committee meeting on
September 24th,2025. The event was attended by approximately
140 stakeholders in total, including around 60 participants
who joined online.
The seminar began with a guest address by Mr. Sakota, Director
of Gas Market Office, Agency for Natural Resources and Energy
at the Ministry of Economy, Trade and Industry. He emphasized
the importance of LNG procurement and the need for
international collaboration to promote the introduction of
e-methane.
The seminar was conducted in two sessions.
The first session, themed "The LNG Market and Carbon
Neutrality," focused on strategies by various players to
ensure a stable energy supply while promoting
decarbonization.
The second session, titled "Gas Industry Initiatives
Toward a Carbon-Neutral Society," was moderated by IGU
Honorary Member Mr. Yoshida and featured four speakers from
Osaka Gas, The Hong Kong and China Gas Company, and ZeroBoard.
The session introduced each company's technological
developments and business strategies toward achieving carbon
neutrality (CN), while also exchanging views on the need to
establish international CO₂ accounting rules for
carbon-recycled fuels.
Throughout the seminar, participants shared various
decarbonization efforts by diverse players. A strong consensus
emerged on the urgent need to establish international
accounting rules for carbon-recycled fuels, as well as the
recognition that cooperation across different sectors of the
value chain is essential for realizing a carbon-neutral
society.
【Post EXPO Initiatives】

2. Promotion of e-methane and biomethane through Exhibits at
the Gas Pavilion
This program provided a valuable opportunity for our customers
to appreciate the importance and future potential of e-methane
and biogas.
This program marks the first time in Japan that Clean Gas
Certificates have been applied to supply all the city gas used
at a large-scale event.
In June 2025, The Japan Gas Association formulated its “Action
Plan 2030,” aiming to supply 1% of city gas with e-methane and
biogas by fiscal year 2030.
To expand e-methane and biogas, the Ministry of Economy, Trade
and Industry has implemented measures utilizing the
transmission fee system. We will continue our efforts to
deepen our customers' understanding of e-methane and
biogas.
In the medium to long term, we will work to promote the use of
e-methane and biogas nationwide by leveraging the certificate
system.
The gas industry will continue to promote the widespread
adoption of e-methane and biogas, contributing to the
realization of a decarbonized society.
3.Collaboration with the International Gas Union (IGU)
Seminar(Theme Weeks Connect)
At this seminar, we were able to engage in dialogue and
disseminate information with a wide range of stakeholders
toward the realization of a carbon-neutral society and LNG
utilization, taking the opportunity of Expo 2025 Osaka,
Kansai, Japan as a catalyst.
The content of the seminar was featured in the Gas Energy News
and in a press release by the International Gas Union (IGU),
and also drew attention from various media outlets. This
provided an excellent opportunity to raise awareness among a
broader audience about efforts toward achieving a
carbon-neutral society.
Going forward, we will continue discussions and dialogue with
domestic and international stakeholders on energy
decarbonization and the future of the gas value chain,
contributing to the realization of a sustainable society.
